The agency is now moving back to its pre-pandemic requirements for monitoring workplaces, meaning some home offices will have to be registered with regulators and remotely inspected at least every three years under a new pilot program.<\/p>\n<p>Now, some of the banks that had been most flexible with their work-from-home policies, including <a href=\"https:\/\/fortune.com\/company\/citigroup\/\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/company\/citigroup\/\" rel=\"noopener\">Citigroup<\/a>, <a href=\"https:\/\/fortune.com\/company\/barclays\/\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/company\/barclays\/\" rel=\"noopener\">Barclays<\/a>, and HSBC, have decided complying with the renewed rules isn\u2019t worth the effort, <em>Bloomberg<\/em> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-05-23\/citi-hsbc-order-more-staff-to-work-in-offices-five-days-a-week?srnd=homepage-americas&amp;sref=2jPYL79S\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2024-05-23\/citi-hsbc-order-more-staff-to-work-in-offices-five-days-a-week?srnd=homepage-americas&amp;sref=2jPYL79S\" rel=\"noopener\">reported<\/a>. Between them, the three banks are bringing thousands of their workers back to the office five days a week.<\/p>\n<p>Citigroup said that it would require 600 employees previously eligible to work from home to come into the office five days a week, although it said in a statement that most of its staff can still work remotely two days a week, per the outlet. Barclays cited \u201cnew regulatory policies\u201d in a memo as part of why it is bringing thousands of its investment banking employees worldwide back to five days a week in person. And 530 of HSBC\u2019s New York workers may need to change their remote-work habits soon as well, Mabel Rius, head of human resources for the U.S. and Americas, told <em>Bloomberg<\/em>.\u00a0<\/p>\n<p>Michael Roberts, HSBC CEO of the U.S. and Americas, <a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2024-05-23\/hsbc-won-t-force-workers-back-to-office-five-days-a-week?sref=2jPYL79S\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/videos\/2024-05-23\/hsbc-won-t-force-workers-back-to-office-five-days-a-week?sref=2jPYL79S\" rel=\"noopener\">told <em>Bloomberg<\/em><\/a> that while the bank will comply with the FINRA regulations, he wants employees to want to come back to the office.\u00a0<\/p>\n<p>\u201cWhat we did not want to do is to force people to come back simply out of decree,\u201d Roberts told Bloomberg in an interview.<\/p>\n<p>Part of enticing employees to work in person means listening to why they like coming to the office at all. Roberts said the bank has incorporated much of that input at its <a href=\"https:\/\/www.about.us.hsbc.com\/newsroom\/press-releases\/hsbc-unveils-innovative-new-us-headquarters\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.about.us.hsbc.com\/newsroom\/press-releases\/hsbc-unveils-innovative-new-us-headquarters\" rel=\"noopener\">new U.S. headquarters<\/a> in New York City\u2019s Hudson Yards, to make it \u201cconducive to people coming back.\u201d<\/p>\n<p>\u201cWe will adjust to the FINRA rules. We\u2019ll make sure that whoever needs to be there five days a week will be here five days a week, but I don\u2019t want to decree people coming back,\u201d Roberts said. \u201cI want them to come back because they want to come back.\u201d<\/p>\n<p>Meanwhile, some of the industry\u2019s other giants, including <a href=\"https:\/\/fortune.com\/2024\/01\/25\/bank-of-america-threatening-workers-return-to-office-disciplinary-action\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/01\/25\/bank-of-america-threatening-workers-return-to-office-disciplinary-action\/\" rel=\"noopener\">Bank of America<\/a> and <a href=\"https:\/\/fortune.com\/2023\/08\/22\/goldman-sachs-return-to-office-rto-five-days-weekly\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2023\/08\/22\/goldman-sachs-return-to-office-rto-five-days-weekly\/\" rel=\"noopener\">Goldman Sachs<\/a>, have already handed down mandates for five-day in-person weeks.\u00a0<\/p>\n<p><a href=\"https:\/\/fortune.com\/company\/jpmorgan-chase\/\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/company\/jpmorgan-chase\/\" rel=\"noopener\">JPMorgan Chase<\/a> CEO Jamie Dimon, perhaps the best-known CEO on Wall Street, has <a href=\"https:\/\/fortune.com\/2023\/01\/20\/jamie-dimon-davos-remote-work-managers-young-workers-women\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2023\/01\/20\/jamie-dimon-davos-remote-work-managers-young-workers-women\/\" rel=\"noopener\">long been<\/a> <a href=\"https:\/\/fortune.com\/2024\/09\/23\/jamie-dimon-jpmorgan-bothered-federal-employees-working-from-home-rto\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/09\/23\/jamie-dimon-jpmorgan-bothered-federal-employees-working-from-home-rto\/\" rel=\"noopener\">critical of remote work<\/a>. Last year, the bank instituted mandatory return-to-office policies for senior employees, and Dimon said earlier this year that about 60% of the bank\u2019s workers were on-site full-time.\u00a0<\/p>\n<p>FINRA, for its part, disputed that its renewed policies were to blame for stricter work-from-home policies by banks. The regulator said in <a href=\"https:\/\/www.finra.org\/media-center\/newsreleases\/2024\/finra-statement-correct-misinformation-about-new-residential\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.finra.org\/media-center\/newsreleases\/2024\/finra-statement-correct-misinformation-about-new-residential\" rel=\"noopener\">a statement<\/a> that some of its rules weren\u2019t any stricter than they were prior to the pandemic, and that, in fact, it adjusted some rules, including allowing remote workplace inspections.
