What\u2019s next?"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3711241968723425\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-layout-key=\"-fb+5w+4e-db+86\"\r\n     data-ad-client=\"ca-pub-3711241968723425\"\r\n     data-ad-slot=\"7910942971\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><br \/>\n<\/p>\n<div>\n<p>PARIS (AP) \u2014 France\u2019s minority government appeared to be <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/france-government-no-confidence-vote-cb56297aa4d89945d4d75770a62cc6fb\">in its final hours<\/a><\/span> Tuesday as opposition lawmakers from the left and the far right vowed to topple Prime Minister Michel Barnier\u2019s Cabinet.<\/p>\n<p>A <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/france-budget-politics-crisis-macron-09bf6ec0fa3ed44bc3ffc6c17a792b25\">no-confidence vote<\/a><\/span> is scheduled Wednesday in parliament in the wake of a divisive budget debate, with a strong chance of being successful.<\/p>\n<p>If the motion passes, Barnier\u2019s Cabinet would be the shortest-lived government in France\u2019s modern history, marking an unprecedented period of political instability.<\/p>\n<p>President Emmanuel Macron would be in charge of appointing a new prime minister.<\/p>\n<h2>Why is the situation so volatile?<\/h2>\n<p>Following <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/france-new-government-7711ba405d2858433dd9f27de9b1f07b\">the June-July parliamentary elections<\/a><\/span>, the National Assembly, France\u2019s powerful lower house of parliament, is divided into three major blocs: a left-wing coalition known as the New Popular Front, Macron\u2019s centrist allies and the far-right National Rally party. None won an outright majority.<\/p>\n<p>In September, Macron asked Barnier, a conservative, to form a government dominated by Republicans and centrists \u2014 implicitly relying on the far right\u2019s goodwill to be able to stay in power.<\/p>\n<p>However, far-right leader Marine Le Pen now says her party will vote for bringing the government down, accusing Barnier of ignoring her demands.<\/p>\n<p>Meanwhile, the left-wing coalition denounces an \u201causterity budget\u201d and criticizes \u201cthe absence of dialogue and disregard for parliamentary work.\u201d<\/p>\n<p>The National Assembly said the no-confidence motion requires a majority of the votes to pass \u2014 or at least 288 of 574 lawmakers currently in office.<\/p>\n<p>Altogether, the left and the far right count over 330 lawmakers \u2014 yet some may abstain from voting.<\/p>\n<h2>What if the government falls?<\/h2>\n<p>Wednesday could see the first no-confidence motion succeed in over six decades.<\/p>\n<p>If the government falls, Macron could ask outgoing ministers to handle current affairs pending the appointment of a new prime minister.<\/p>\n<p>The parliament\u2019s fractured composition would remain the same. No new legislative elections can be held before July, because under the French Constitution, the National Assembly must remain in place for a minimum of one year.<\/p>\n<p>No favorite figure to replace Barnier has emerged yet. Macron could pick a politician from his centrist alliance, French media report.<\/p>\n<p>The New Popular Front asks for a left-wing Cabinet to be appointed instead.<\/p>\n<p>Some opposition lawmakers are calling for Macron to resign, but the French president has previously ruled out that option.<\/p>\n<h2>How about the budget?<\/h2>\n<p>France is at no risk of a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-mccarthy-congress-republicans-732baaa19c91f981e492fd0e6a76aba8\">government shutdown<\/a><\/span> that in the United States would disrupt many services and squeeze federal employees.<\/p>\n<p>An outgoing government could present a special law to levy taxes from Jan. 1, based on this year\u2019s rules. It would also be able to decide on renewing spending by decree in order to pay civil servants, pensions and other key government expenses.<\/p>\n<p>However, this would suspend any potential tax hike \u2014 like one initially expected on big companies \u2014 and freeze any new spending.<\/p>\n<p>In particular, an additional 3.3 billion euro ($3.5 billion) package for the French military was planned as the country supports Ukraine in its war against Russia.<\/p>\n<p>Later, a new government could present its own budget proposals at parliament.<\/p>\n<h2>Why are markets spooked?<\/h2>\n<p>In a last-ditch effort to save his government, Barnier warned of \u201c <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/france-government-no-confidence-vote-cb56297aa4d89945d4d75770a62cc6fb\">a big storm and very serious turbulence<\/a><\/span> on the financial markets.\u201d<\/p>\n<p>France is <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/eu-europe-france-debt-elections-italy-18d35a7887afa94560d817ee28ff9f23\">under pressure from the European Union\u2019s executive body<\/a><\/span> to reduce its colossal debt.
