Putin of Russia and senior Kremlin officials \u201cintentionally and directly\u201d authorized a program of coerced fostering and adoption of Ukrainian children during the war in Ukraine, <a class=\"css-yywogo\" href=\"https:\/\/hub.conflictobservatory.org\/portal\/apps\/sites\/#\/home\/pages\/ukraine-russia-children-adoption.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to a Yale University report<\/a> that was released on Tuesday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The report provides strong new evidence for a war crimes case against Putin and other officials, the researchers said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">An investigation by Yale\u2019s Humanitarian Research Lab identified 314 children from Ukraine who have been placed in a \u201csystematic program of coerced adoption and fostering\u201d since Russia\u2019s full-scale invasion in February 2022, according to the report. It details evidence of direct orders from senior Russian officials, including Mr. Putin, to carry out the adoption program.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt reveals a higher level of crime than first understood,\u201d the Research Lab, which is part of the Conflict Observatory, a program supported by the U.S. Department of State, said in a statement.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Yale\u2019s investigation could bolster the case against Mr. Putin and his commissioner for children, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/02\/world\/europe\/maria-lvova-belova-russia.html\" title=\"\">Maria Lvova-Belova<\/a>, who were named in an <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/17\/world\/europe\/putin-icc-arrest-warrant-war-crimes.html\" title=\"\">arrest warrant issued by the International Criminal Court<\/a> in March last year for their roles in the deportation of Ukrainian children to Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The researchers cited what they said were verified leaked Russian documents that they said revealed how senior Russian officials had worked with officials in the occupied regions of Ukraine to carry out the program.
