Thousands of doctors had been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/18\/world\/asia\/south-korea-doctor-strike.html\" title=\"\">on strike<\/a> for almost a year to resist his health care reforms. The opposition in Parliament repeatedly pushed for investigations into <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/01\/world\/asia\/south-korea-first-lady-dior.html\" title=\"\">his wife<\/a>, as well as the impeachment of his cabinet members, accusing them of corruption and abuse of power. And the lawmakers blocked many of Mr. Yoon\u2019s bills and political appointments.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Tuesday night, Mr. Yoon took a desperate measure, his boldest political gamble, which he said was driven by frustration and crisis. In a surprise, nationally televised address, he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/12\/03\/world\/south-korea-martial-law\" title=\"\">declared martial law,<\/a> the first such decree in the country in decades. The move banned all political activities, civil gatherings and \u201cfake news\u201d in what he called an attempt to save his country from \u201cpro-North Korean\u201d and \u201canti-state forces.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But it ended almost as abruptly as it had started.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Thousands of citizens took to the streets, chanting \u201cImpeach Yoon Suk Yeol!\u201d Opposition lawmakers climbed the walls into the National Assembly as citizens pushed\u200b back police. Parliamentary aides used furniture and fire extinguishers to prevent armed paratroopers from entering the Assembly\u2019s main hall. Inside, lawmakers who included members of Mr. Yoon\u2019s own People Power Party voted unanimously to strike down his martial law.
