Some of the measures are hugely unpopular with opposition parties, such as delaying matching pension increases to inflation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh00053b6m9g2388pk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Barnier, who has only been in power since September as the leader of a minority government backed by centrists and conservatives, attempted to pass part of the budget using a controversial constitutional mechanism that bypassed a vote in the legislature.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49rl9uu00013b6meuav02ft@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, that maneuver gave lawmakers the opportunity to put forward no-confidence motions against him \u2013 and lawmakers on the left, who have repeatedly vowed to bring down his government, did just that.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh00063b6mp783n6nh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The far-right National Rally is now set to join the vote to topple the government after the party failed to get finance bill concessions from Barnier.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh00073b6m9p6ez3pi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The no-confidence vote is the just the latest jolt on a political rollercoaster in France, where no single party has wielded a majority in parliament since snap elections in July.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh00083b6mbjhyt35a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the measure passes, it will throw the country into political chaos. No government has been ousted in a no-confidence vote since 1962 and Barnier would become France\u2019s shortest-serving prime minister in history. His cabinet would have to serve in a caretaker capacity until French President <a href=\"https:\/\/www.cnn.com\/2024\/12\/03\/politics\/donald-trump-emmanuel-macron-analysis\/index.html\">Emmanuel Macron<\/a> names new leadership.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh00093b6mq0ju520f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But it\u2019s unclear how any future prime minister will find unified support in a divided political landscape and avoid being similarly toppled. The parliament is deeply divided into three blocs: the centrists of Macron\u2019s party, the far-right of Marine Le Pen\u2019s party and a left-wing coalition.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh000a3b6mz2bwno09@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This gridlock has made the government\u2019s budget problems much harder to solve.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh000b3b6mzq5j6sbd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Monday, worries about the impact of the political maelstrom on France\u2019s public finances briefly pushed the government\u2019s borrowing costs above those of <a href=\"https:\/\/www.cnn.com\/videos\/tv\/2024\/03\/03\/gps-0303-greeces-remarkable-turnaround.cnn\">Greece<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh000c3b6mij8r9bc1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France\u2019s government debt is approaching 111% of gross domestic product (GDP) \u2013 a level unmatched since World War II, according to the S&amp;P Global Ratings credit rating agency \u2013 partly as the state spent big to cushion the economy from the pandemic and the energy crisis sparked by Russia\u2019s full-scale invasion of Ukraine in February 2022.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh000d3b6mugg9v11a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The credit rating agency expects France\u2019s budget deficit to reach 6.2% of GDP by the end of the year. That\u2019s more than double the 3% limit imposed by EU rules and one of the largest budget shortfalls among countries that use the euro.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49ps8mh000e3b6muhymfd1a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFrance remains a balanced, open, wealthy and diversified economy, with a deep domestic pool of private savings,\u201d S&amp;P said Friday.
