Kennedy International Airport on one of the busiest travel days of the year, security lapses enabled an unticketed passenger to <a href=\"https:\/\/www.cnn.com\/2024\/11\/27\/travel\/stowaway-delta-newyork-paris-intl-hnk\/index.html\">board a plane to Paris<\/a> in a shocking breach that one aviation expert said should serve as a \u201cwake-up call\u201d for the airline industry.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm48z6cyo000h3b6m2fpnmgif@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s a really big deal and it leaves our vulnerabilities exposed to the world,\u201d said Mary Schiavo, a CNN aviation analyst and former inspector general for the US Department of Transportation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49931bx004d3b6ml3mn5npq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cNot much went right,\u201d she said of the episode involving a woman a Paris airport official identified as a 57-year-old Russian national. French authorities identified the woman as Svetlana Dali, who was returned to New York on a Delta flight on Wednesday. She was eventually arrested when the plane touched down in France.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm48zhdca000k3b6m3q6oj5kb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMaybe this is one incredibly lucky thing that happened because the system is blinking red,\u201d Schiavo said in an interview. \u201cEveryone knows the threats are out there and the TSA just failed horribly, as did Delta Air Lines. So if people approach this properly, this could be the wake-up call that we need to keep flyers and the people over whose heads we fly safe.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49y3f2n000p3b6m3joi1bj4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A TSA spokesperson told CNN the woman first bypassed an airport terminal employee in charge of the security lane reserved for airline flight crews at JFK\u2019s Terminal 4 main checkpoint.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49y8n6a00143b6mrixgdo90@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It was at that point the woman skipped the station where her ID and boarding pass would have been checked, the spokesperson said. She then joined the line for standard TSA screening.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49yqmjj001f3b6mv7hdhlsa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It remains unclear how the woman was able to get past Delta gate agents at JFK. Delta has not said how the woman was able to board the plane once she made it past the TSA checkpoint.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4aj92rl00003b6mjwfal4w0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Delta Air Lines said Wednesday night that it was \u201cthoroughly addressing\u201d what it described as a \u201cdeviation from standard procedures\u201d that enabled the woman to board the plane without a boarding pass. The airline did not provide specifics but said in a statement it reviewed its own security and its infrastructure is \u201csound.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4a1p01v001l3b6md437vrd4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Investigators believe a contributing factor may have been the massive holiday weekend crowds at the airport. According to TSA data, nearly 2.7 million people were screened on that Tuesday before Thanksgiving.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm492kwxk001d3b6mu9x4tyia@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A review of JFK\u2019s security camera video shows the woman first blended in with a flight crew before the security screening, and later proceeded to the gate where she then placed herself in the middle of what appeared to be a family traveling together, according to a senior law enforcement official briefed on the investigation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49z39wu001i3b6mnb1w9djt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She blended in with the group of travelers as they presented multiple tickets and passports at once, according to the official.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm499rfc4004z3b6mdfellocj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is no excuse,\u201d Schiavo said. \u201cThey are supposed to treat each person as a separate security threat. The TSA mantra is \u2018every passenger, every time\u2019 \u2014 they are not supposed to treat groups any differently than solo \u2014 each person must be identified and have a ticket.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49y4cmw000y3b6mc2aoogbf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Schiavo \u2013 who has represented passengers and crew of numerous US aviation incidents, including cases filed on behalf of 9\/11 victims\u2019 family members \u2013 told CNN that all airport checkpoints are covered by video cameras and the stowaway \u201cis obviously on that video skirting the TSA identification and ticketing check.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm49yq64g001c3b6mt5g7brhi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey already know how she did it and they need to fess up and close that loophole,\u201d Schiavo said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4a2ak7f00003b6m2eemt6sq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Passengers learned about the stowaway on Delta Flight 264 from JFK to Charles de Gaulle Airport when the plane landed. The pilot instructed travelers to remain seated because French police were boarding to deal with \u201ca serious security issue,\u201d Rob Jackson, who was on the flight, told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4950fh800233b6m73l4tt1m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            TSA is <a href=\"https:\/\/www.cnn.com\/2024\/11\/29\/us\/delta-stowaway-paris-flight\/index.html\">conducting its own investigation<\/a> of the incident, a federal official familiar with the probe told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm495z9qa002g3b6maxkb03tx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The incident shows electronic gate technology \u2013 known as e-gates, which could integrate with the agency\u2019s facial recognition systems at checkpoints \u2013 could prevent incidents like this, though it would require more federal investment, TSA said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm492quzz001m3b6mdxc5o5rr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            TSA Administrator David P. Pekoske, speaking at the American Association of Airport Executives Aviation Security Summit on Tuesday, said the agency occasionally has \u201ca very, very small number\u201d of people who skip the identity verification stage undetected. He suggested electronic gates might be a solution to making sure all passengers are screened.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm494tfc5001r3b6mcbk173s9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s something we take very seriously,\u201d he said of the people who bypass the identification verification station. \u201cWhen I see something systemically occurring within the system, my first question is, \u2018Hey, what can we do?\u2019 And one of those solutions would be installing e-gates.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm494xy5x001u3b6mdn5h7j5p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Pekoske added, \u201cWe don\u2019t use e-gates in our system, and that\u2019s a problem.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4950f1y00203b6mj5ca4l6b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Schiavo said bypassing the first identity verification station with its facial recognition technology was among the glaring mistakes committed that day.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm495xo9s00273b6m970xngig@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cShe came in and she didn\u2019t have any facial recognition, and obviously they didn\u2019t check to see she was ticketed passenger because she wasn\u2019t,\u201d Schiavo said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm496zmb2002w3b6mgu9wuuug@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Delta said it \u201cis conducting an exhaustive investigation of what may have occurred\u201d during boarding, but has declined further comment.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4970bag002z3b6mi5ry9ktg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAt the gate, because it\u2019s an international flight, they should have checked, A. her ticket, and B. her passport. So that\u2019s another check,\u201d Schiavo said. \u201cOf course, that didn\u2019t happen. And then she didn\u2019t have an assigned seat. You know, everybody\u2019s supposed to be seated and buckled in, right? That\u2019s a federal aviation regulation.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm496ytlu002s3b6mx584vdga@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A source familiar with the incident said the stowaway was able to evade detection by the flight crew on the plane because the flight was not full, though passengers told CNN the woman was able to hide by moving between bathrooms.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm497bbvk00383b6mymt8rggj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe flight attendants are required to check the bathrooms. Some airlines lock the bathrooms but Delta doesn\u2019t require them to be locked on takeoff,\u201d Schiavo said. \u201cThe airlines that require that it\u2019s obviously to stop this bathroom dodgeball.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm498b9s400413b6msb198slb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The woman <a href=\"https:\/\/www.cnn.com\/2024\/12\/04\/us\/paris-stowaway-returning-to-us\/index.html\">left France on a flight back to JFK <\/a>on Wednesday. She was escorted onto the Delta Air Lines-operated plane by two French security officials. The flight <a href=\"https:\/\/www.cnn.com\/2024\/12\/04\/us\/paris-stowaway-returning-to-us\/index.html\">touched down in New York shortly after 5 p.m.<\/a> ET. Representatives from TSA and law enforcement both planned to question Dali about how she evaded airport security. She is expected to face a federal charge for being a stowaway on a vessel or aircraft without consent, according to multiple law enforcement officials. She could face up to five years in prison.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4ajj6t7000b3b6m1mtbobuu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Separately, TSA said Wednesday that it has opened a civil case against Dali. The agency cannot bring criminal charges, only civil penalties. CNN has not seen the civil filing.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4ai3z3u00013b6mc1i833e2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Tuesday the stowaway was onboard a flight back to New York but Delta refused to fly her when she became disruptive, according to law enforcement sources. She had been scheduled to be on a flight to the US on Saturday but French authorities <a href=\"https:\/\/www.cnn.com\/2024\/11\/30\/us\/delta-stowaway-passenger-return-flight\/index.html\">removed her from the aircraft<\/a> after she started screaming.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm497bvdv003d3b6myehd8pdq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In March, a man from Texas was arrested on a charge of stowing away on a vessel or aircraft after boarding a Delta flight in Salt Lake City without a ticket by using a photo he took of another passenger\u2019s boarding pass while they were not looking, according to court documents.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm497qrtn003o3b6mijpds6uk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Once on the plane, the man went to the lavatory at the front of the aircraft and spent \u201ca significant amount of time\u201d there while other passengers boarded, the complaint said. After boarding was completed and just before the aircraft doors were secured, the man made his way to the back of the aircraft and entered the lavatory there, according to the complaint.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4983uxh003v3b6m6p4hkwr4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When the man left the bathroom, a flight attendant noticed there were no available seats and approached him, according to the complaint.
