The report said that the civil rights violations had a \u201ccorrosive effect.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Police Department has been under scrutiny since January 2023, when officers fatally beat Tyre Nichols, a 29-year-old Black man, after pulling him over on his way home from work. The body and street camera footage that captured the violence prompted a national outcry, and testimony from other residents about the agency\u2019s pattern of excessive force.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Justice Department started a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/27\/us\/memphis-police-civil-rights-investigation.html\" title=\"\">civil rights investigation<\/a>, known as a pattern-or-practice inquiry, six months after Mr. Nichols\u2019s death. The investigation is separate from the series of federal and state charges that have been filed against five former Memphis officers in connection with Mr. Nichols\u2019s death.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe people of Memphis deserve a Police Department and city that protects their civil and constitutional rights, garners trust and keeps them safe,\u201d Assistant Attorney General Kristen Clarke of the Justice Department\u2019s Civil Rights Division said <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/usao-wdtn\/pr\/justice-department-finds-civil-rights-violations-memphis-police-department-and-city\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">in a statement<\/a> on Wednesday. She added that the agency was looking forward \u201cto instituting reforms that will address the harms we identified.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It is unclear, however, what policing changes would be enacted. Shortly before the report was released, the city of Memphis sent a letter to the Justice Department rejecting its push to negotiate an agreement to overhaul the Police Department, saying that \u201cthere are better ways to reimagine policing that do not slow the process or cost the taxpayers millions of dollars.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">This is a developing story.
