Mr. Biden instead toured a section of an 800-mile railway project in Angola that his administration hopes will be the key to expanding U.S. economic influence in Africa, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/11\/20\/world\/china-congo-cobalt.html\" title=\"\">a continent rich with critical minerals.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019m coming back to ride on the train from end to end,\u201d Mr. Biden told President Jo\u00e3o Louren\u00e7o of Angola during a round table with African leaders in the port city of Lobito. \u201cWe\u2019re not just laying tracks. We\u2019re laying the groundwork for a better future for our people.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden was spotlighting what is known as the Lobito Corridor, a railway project that his aides say is the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/26\/world\/africa\/angola-blinken-us-investments.html\" title=\"\">proof behind the president\u2019s commitment<\/a> to be <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/14\/us\/politics\/biden-us-africa-summit.html\" title=\"\">\u201call in on Africa\u2019s future,\u201d<\/a> amid growing concern the United States has neglected the continent over the years and allowed <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/02\/world\/africa\/biden-angola-visit.html\" title=\"\">China to gain economic dominance<\/a> in the region.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The project, funded in part by the United States, runs from Angola\u2019s border with the Democratic Republic of Congo to Lobito, which sits on the Atlantic Ocean. Mr. Biden has said it will help connect Angola\u2019s economy to nearby markets, including in Zambia.
