{"id":133644,"date":"2024-12-05T16:11:19","date_gmt":"2024-12-05T09:11:19","guid":{"rendered":"https:\/\/hotvideos24.online\/?p=133644"},"modified":"2024-12-05T16:11:19","modified_gmt":"2024-12-05T09:11:19","slug":"what-china-gains-from-ban-on-rare-mineral-exports-to-us-dw-12-04-2024","status":"publish","type":"post","link":"https:\/\/hotvideos24.online\/?p=133644","title":{"rendered":"What China gains from ban on rare mineral exports to US \u2013 DW \u2013 12\/04\/2024"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3711241968723425\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-layout-key=\"-fb+5w+4e-db+86\"\r\n     data-ad-client=\"ca-pub-3711241968723425\"\r\n     data-ad-slot=\"7910942971\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><br \/>\n<\/p>\n<div>\n<p>On Tuesday, China&#8217;s Commerce Ministry announced that it was banning the export of certain minerals and metals to the United States.<\/p>\n<p>The products, such as gallium, germanium and antimony, are so-called dual-use items, which can be used in the production of semiconductors and also for a wide range\u00a0of military and technological applications.<\/p>\n<h2>Why has China taken this step?<\/h2>\n<p><a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/china-hits-back-at-us-chip-sanctions-with-bans-on-exports\/a-70945852\">China&#8217;s move is a direct response to export controls that the United States placed on Beijing on Monday.<\/a> The US and Chinese actions are the latest exchanges in <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/donald-trump-xi-jinping-us-china-tensions-taiwan-trade-economy\/a-70723560\">the countries&#8217; rivalry<\/a>, with much of the recent focus being around <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/trade\/t-42950310\">trade<\/a>, the production of military technology and the development of artificial intelligence.<\/p>\n<p>&#8220;It&#8217;s a hardening and a defensiveness on both the Chinese\u00a0and the United States side, and\u00a0it&#8217;s not a new phenomenon for either country,&#8221; Claire Reade, a senior counsel with Washington, DC, legal firm Arnold &amp; Porter and an expert in US-China trade relations, told DW.<\/p>\n<p>Reade said the perception had become widespread in <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/china\/t-18480887\">China<\/a> that the United States is trying to halt the country&#8217;s legitimate development, whereas the US sees it as a national security issue to prevent China from gaining supremacy in certain areas.\u00a0<\/p>\n<p>The Commerce Ministry said its decision to strengthen export controls on dual-use items to the United States was &#8220;to safeguard national security.&#8221;<\/p>\n<p>The\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/tech-war-china-could-face-us-eu-curbs-over-legacy-chips\/a-68735425\">US\u00a0continued its ongoing campaign against China&#8217;s semiconductor sector<\/a>\u00a0by announcing its third list of restrictions\u00a0in as many years.<\/p>\n<p>Just over a month before it is set to leave office, the Biden administration launched export controls on 140 companies, including chip sector specialists such as Naura, Piotech, ACM Research and SiCarrier Technology.<\/p>\n<figure class=\"placeholder-image master_landscape big\"><img data-format=\"MASTER_LANDSCAPE\" data-id=\"70946757\" data-url=\"https:\/\/static.dw.com\/image\/70946757_${formatId}.jpg\" data-aspect-ratio=\"16\/9\" alt=\"An illustration showing the Chinese flag placed next to the elements of gallium and germanium on a periodic table\" style=\"padding-bottom: 56.25%; height: 0; max-height: 0;\"\/><figcaption class=\"img-caption\">A Chinese ban on gallium and germanium exports to the United States is the latest development in the rivalry between the countries<small class=\"copyright\">Image: Florence Lo\/REUTERS<\/small><\/figcaption><\/figure>\n<p>US Commerce Secretary Gina Raimondo said: &#8220;They&#8217;re the strongest controls ever enacted by the US to degrade the People&#8217;s Republic of China&#8217;s ability to make the most advanced chips that they&#8217;re using in their military modernization.&#8221;<\/p>\n<p>China&#8217;s response is not limited to the\u00a0restriction on\u00a0certain key metals and minerals. Four of the country&#8217;s main industry associations \u2014 covering the semiconductor, internet, car and communications sectors \u2014 have told their members to reduce their purchases of US chips, with the country&#8217;s semiconductor association saying &#8220;US chip products are no longer safe or reliable.&#8221;<\/p>\n<p><span data-slot-id=\"Article_InContent-1\" class=\"rich-text-ad\"\/><\/p>\n<h2>How will the\u00a0new restrictions affect\u00a0the US?<\/h2>\n<p>The US National Security Council says it is still assessing the latest move from China. Officials &#8220;underscore the importance of strengthening our efforts with other countries to de-risk and diversify critical supply chains away from the People&#8217;s Republic of China.&#8221;<\/p>\n<p>Gallium and germanium are two of the products that China has banned from export to the United States, <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/us-heightens-charm-offensive-as-china-announces-export-curbs\/a-66119335\">having already placed controls on their export in 2023.<\/a><\/p>\n<p>They have many specialty\u00a0applications, with gallium particularly needed for high-end semiconductors, as well as for solar panels and radar equipment. Germanium has several uses, including for fiber optics and satellites.<\/p>\n<p>The Center for Strategic and International Studies, a US think tank, says &#8220;gallium-based semiconductors are vital to the US defense industry, particularly in next-generation missile defense and radar systems, as well as electronic warfare and communications equipment.&#8221;<\/p>\n<p>According to the US Geological Survey, a government agency, China produced 98% of the world&#8217;s supply of raw gallium in 2023. Data for germanium extraction and production\u00a0is not readily available but China also controls the majority of global supply.<\/p>\n<p>\u00a0<\/p>\n<p>The US imports both products from China but also trades with countries such as\u00a0Canada, Germany and Japan. However, since China began phasing in restrictions last year, prices have increased markedly on the global market.<\/p>\n<p>The risks of supply disruption are well-known. In November 2024, the US Geological Survey said there could be a $3.4 billion (\u20ac3.23 billion) decrease in US GDP if China implements a total ban on exports of gallium and germanium.<\/p>\n<p>China&#8217;s dominance does not mean that the United States does not have other options. First, there are other producers, and, second, it is possible to increase non-Chinese production. Gallium is largely derived as a byproduct of bauxite processing, the primary ore for aluminum.
