Trump outlined an aggressive plan for opening his second term in an interview that aired on Sunday, vowing to move immediately to crack down on immigration and pardon his most violent supporters while threatening to lock up political foes like Liz Cheney.<\/p>\n<p>In his first sit-down broadcast network interview since being re-elected, Mr. Trump said that on Day 1 of his new administration next month, he would extend clemency to the hundreds of his backers who stormed the Capitol on Jan. 6, 2021, and try to bar automatic citizenship for children born in the United States to immigrant parents.<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Without giving a time frame, Mr. Trump also indicated that he would fire the F.B.I. director, Christopher A. Wray, out of personal pique because \u201che invaded my home\u201d and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/07\/25\/us\/politics\/fbi-bullet-trump-rally.html\" title=\"\">was insufficiently certain at first<\/a> whether Mr. Trump\u2019s wound during an assassination attempt this year was caused by a bullet or shrapnel. And he said members of Congress who investigated his role in the Jan. 6 attack should be thrown behind bars.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cFor what they did, honestly, they should go to jail,\u201d Mr. Trump said of Ms. Cheney, a Republican who represented Wyoming, and the rest of the bipartisan House committee that looked into the attack. Speaking with Kristen Welker on \u201cMeet the Press\u201d on NBC, he said he would not direct his new attorney general or F.B.I. director to pursue the matter but indicated that he expected them to do it on their own. \u201cI think that they\u2019ll have to look at that,\u201d he said, \u201cbut I\u2019m not going to\u201d order them to.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">At the same time, Mr. Trump seemed to signal that he would not appoint a special counsel to investigate President Biden and his family, as he once vowed. And he signaled that he would not take the most assertive position on several other issues, saying that <a class=\"css-yywogo\" href=\"#trump-federal-reserve-jerome-powell\" title=\"\">he would not seek to fire the chairman of the Federal Reserve<\/a> or restrict the availability of abortion pills. And although he vowed to end birthright citizenship, Mr. Trump said he would try to work with Democrats to spare immigrants brought to the country illegally as children, known as Dreamers, from deportation.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI\u2019m really looking to make our country successful,\u201d Mr. Trump said when asked about investigating Mr. Biden and his family. \u201cI\u2019m not looking to go back into the past. I\u2019m looking to make our country successful. Retribution will be through success.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump sought to downplay fears of Kash Patel, the far-right loyalist <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/02\/us\/politics\/kash-patel-fbi.html\" title=\"\">he plans to nominate to take over the F.B.I.<\/a>, who has vowed to \u201ccome after\u201d the president-elect\u2019s perceived enemies and named about 60 people he considered \u201cmembers of the executive branch deep state\u201d as the appendix to a 2023 book.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cNo, I don\u2019t think so,\u201d Mr. Trump said when asked whether Mr. Patel would pursue investigations against political adversaries. But the incoming president left the door open to it. \u201cIf they were crooked, if they did something wrong, if they have broken the law, probably,\u201d he said. \u201cThey went after me. You know, they went after me, and I did nothing wrong.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump repeated his debunked claim that the Jan. 6 committee destroyed evidence, even though the evidence <a class=\"css-yywogo\" href=\"https:\/\/www.govinfo.gov\/collection\/january-6th-committee-final-report?path=\/GPO\/January%206th%20Committee%20Final%20Report%20and%20Supporting%20Materials%20Collection\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">remains posted online<\/a>. In a statement, Ms. Cheney said that the president \u201clied about the Jan. 6 select committee\u201d and that there would be \u201cno conceivably appropriate factual or constitutional basis\u201d to prosecute its members.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cDonald Trump\u2019s suggestion that members of Congress who later investigated his illegal and unconstitutional actions should be jailed is a continuation of his assault on the rule of law and the foundations of our republic,\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/08\/us\/politics\/liz-cheney-donald-trump.html\" title=\"\">she said<\/a>.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump\u2019s threat came as Mr. Biden\u2019s top aides are debating whether he should <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/05\/us\/politics\/biden-trump-pardons.html\" title=\"\">issue blanket pardons<\/a> before leaving office to people like Ms. Cheney who have drawn the president-elect\u2019s ire. Mr. Biden and his team have grown increasingly concerned that the selection of Mr. Patel indicates that Mr. Trump will follow through on his threats of \u201cretribution\u201d against those who have crossed him.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">To install Mr. Patel, Mr. Trump would have to fire Mr. Wray, who has a 10-year term under a law meant to avoid politicizing the F.B.I. Mr. Wray was originally appointed by Mr. Trump in 2017, but the president-elect made clear he was personally aggrieved against him for the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/08\/08\/us\/politics\/trump-fbi-mar-a-lago.html\" title=\"\">F.B.I. search of his Mar-a-Lago estate<\/a> in 2022 for classified documents that he had improperly taken after leaving the White House, even though the search warrant was approved by a judge.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI can\u2019t say I\u2019m thrilled with him,\u201d Mr. Trump said. \u201cHe invaded my home. I\u2019m suing the country over it. He invaded Mar-a-Lago. I\u2019m very unhappy with the things he\u2019s done.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He also cited Mr. Wray\u2019s comment after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/07\/14\/us\/politics\/trump-assassination-attempt-wounded.html\" title=\"\">the assassination attempt in July<\/a> that it was not initially clear whether Mr. Trump was hit by a bullet or shrapnel. \u201cWhen I was shot in the ear, he said, \u2018Oh, maybe it was shrapnel,\u2019\u201d Mr. Trump said. \u201cWhere\u2019s the shrapnel coming from? Is it coming from \u2014 is it coming from heaven? I don\u2019t think so.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump did not explicitly say he would fire Mr. Wray, but he left little doubt about it. \u201cIt would sort of seem pretty obvious that if Kash gets in, he\u2019s going to be taking somebody\u2019s place, right?\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He also said, however, that he does not plan to fire Jerome H. Powell, the chairman of the Federal Reserve and another Trump appointee with whom he has grown disenchanted. \u201cNo, I don\u2019t think so,\u201d Mr. Trump said. \u201cI don\u2019t see it.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The president-elect said that on his first day in office next month, he would sign a raft of executive actions on the economy, energy and the border. Two specifics that came up during the interview were issuing pardons for Jan. 6 attackers and ending birthright citizenship for children born in the United States.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Asked if he would consider pardoning \u201ceveryone\u201d who attacked the Capitol, Mr. Trump said: \u201cYeah. But I\u2019m going to be acting very quickly.\u201d Pressed, he added, \u201cFirst day.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He did say \u201cthere may be some exceptions,\u201d those who were \u201cradical, crazy.\u201d But asked about those convicted of assaulting police officers, he defended them. \u201cBecause they had no choice,\u201d he said. And he suggested those convicted were being mistreated. \u201cThey\u2019ve been in there for years, and they\u2019re in a filthy, disgusting place that shouldn\u2019t even be allowed to be open,\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In fact, only a handful of Capitol riot inmates are left in the Washington jail and most of those are serving significant sentences for violent crimes. Federal judges in Washington have taken a tough stance against Mr. Trump\u2019s promises to grant clemency.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Late last month, Judge Carl J. Nichols, a Trump appointee, declared at a hearing that he opposed a broad policy of amnesty. \u201cIt would be beyond frustrating and disappointing if there were blanket pardons for Jan. 6 defendants or anything close,\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">As for birthright citizenship, Mr. Trump said that he would try to reverse the constitutional guarantee that anyone born in the United States is a citizen regardless of the status of their parents. Most legal scholars have said the president has no power to overturn the right to citizenship guaranteed by the 14th Amendment, which says that \u201call persons born\u201d in the United States \u201care citizens of the United States.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump was vague about how he would proceed and whether he would seek to reverse the common interpretation of the amendment through executive action that would surely be challenged in the courts. He left open the idea that he would instead have to amend the Constitution, which would be unlikely to happen since it would require either a constitutional convention or the support of two-thirds of both houses of Congress and the approval of three-quarters of the states.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cWe\u2019re going to have to get it changed,\u201d Mr. Trump said. \u201cWe\u2019ll maybe have to go back to the people. But we have to end it.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He repeatedly said falsely that \u201cwe\u2019re the only country that has it.\u201d In fact, <a class=\"css-yywogo\" href=\"https:\/\/worldpopulationreview.com\/country-rankings\/countries-with-birthright-citizenship\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the World Population Review<\/a> lists 34 other countries and territories that also have unrestricted birthright citizenship, including Canada and Mexico.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">But Mr. Trump suggested that he would look for a way to keep the so-called Dreamers in the country. \u201cWe have to do something about the Dreamers because these are people that have been brought here at a very young age,\u201d he said. \u201cAnd many of these are middle-aged people now. They don\u2019t even speak the language of their country. And yes, we\u2019re going to do something about the Dreamers.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He said he would \u201cwork with the Democrats on a plan\u201d and blamed them for not protecting Dreamers.
