Others packed into cars, inching through traffic. Many appeared conflicted by hope and dread amid the euphoria that has gripped Damascus since Mr. al-Assad fled to Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSeizing the city is a joy \u2014 we are joyous,\u201d said one rebel fighter, Mohammad Bakir, who sat in the back of a mud-caked car en route to the prison, his rifle tucked between his knees. He said he had not heard from his mother, brother and cousin since they disappeared in 2012 after they protested against the government and were presumably detained.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cBut the real victory will be when I find my family,\u201d Mr. Bakir, 42, said above the din of car horns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Prisons were central to Mr. al-Assad\u2019s ability to crush the civilian uprising that began in 2011 and the rebellion that followed. He set up an <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/05\/11\/world\/middleeast\/syria-torture-prisons.html\" title=\"\">industrial-scale system<\/a> of arbitrary arrests and torture prisons, according to reports by human rights groups.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More than 130,000 people were <a class=\"css-yywogo\" href=\"https:\/\/snhr.org\/blog\/2024\/08\/30\/record-of-arbitrary-arrests1\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">subjected to arbitrary arrest and detention<\/a> by the government, according to a report in August by the Syrian Network for Human Rights, a nonprofit, which began its count when the conflict started in 2011.
