It comes after <a href=\"https:\/\/www.politico.eu\/article\/bashar-assad-fled-syria-as-rebels-stormed-damascus-russia-says\/\">rebel forces ousted dictator Bashar Assad<\/a> and took control of Syria on Sunday, following 13 years of bloody civil war in which over <a href=\"https:\/\/www.politico.eu\/article\/austria-deport-syria-migrant-bashar-assad-regime-fall\/\">half a million people<\/a> were killed.<\/p>\n<p>Western capitals are <a href=\"https:\/\/www.politico.com\/newsletters\/national-security-daily\/2024\/12\/09\/do-syrias-liberators-still-deserve-the-terrorist-label-00183727\" target=\"_blank\" rel=\"noopener\">debating how to engage with the Syrian rebels<\/a>, who are led by Hayat Tahrir al-Sham (HTS), which the U.S. and U.K. have designated as a terrorist organization. HTS and its leader Abu Mohammed al-Golani were previously affiliated with al Qaeda, but cut ties with the group in 2016.
