The Iran-backed group paid for temporary accommodation for him, his wife and their four sons, he says, and rebuilt their house in Nabatieh, a regional capital.<\/p>\n<p>This year, on Oct. 23, Shoumar&#8217;s home was destroyed again, in a barrage of Israeli airstrikes that killed one of his sons and left another in a coma.  <\/p>\n<p>&#8220;My children grew up here,&#8221; Shoumar says, ducking under twisted rebar. He points to a torn poster peeking out from crumbled concrete. It used to hang in his late son&#8217;s bedroom, he says. &#8220;We have so many memories.&#8221;<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p>With a ceasefire in effect in its latest war with Israel, Hezbollah has again rolled out compensation for victims in Lebanon and pledged to rebuild homes like Shoumar&#8217;s. But the war&#8217;s terrible toll \u2014 more than <a href=\"https:\/\/www.moph.gov.lb\/ar\/Pages\/127\/77437\/#\/ar\/Pages\/127\/77347\/4047-%D8%B4%D9%87%D9%8A%D8%AF%D9%8B%D8%A7-%D9%8816638-%D8%AC%D8%B1%D9%8A%D8%AD%D9%8B%D8%A7-%D8%A7%D9%84%D8%AD%D8%B5%D9%8A%D9%84%D8%A9-%D8%A7%D9%84%D8%A5%D8%AC%D9%85%D8%A7%D9%84%D9%8A%D8%A9-%D8%A7%D9%84%D9%85%D8%AD%D8%AF%D8%AB%D8%A9-%D9%84%D9%84%D8%B9%D8%AF%D9%88%D8%A7%D9%86-%D8%A7%D9%84%D8%A5%D8%B3%D8%B1%D8%A7%D8%A6%D9%8A%D9%84%D9%8A-\">4,000 people killed<\/a>, according to Lebanon&#8217;s public health authorities, and economic losses of $8.5 billion, <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2024\/11\/14\/new-world-bank-report-assesses-impact-of-conflict-on-lebanon-s-economy-and-key-sectors\">according to the World Bank <\/a> \u2014 may complicate those efforts. <\/p>\n<p>The destruction may be five times greater <a href=\"https:\/\/www.lbcgroup.tv\/news\/news-bulletin-reports\/729588\/the-post-july-2006-war-a-costly-reminder\/en\">than in 2006<\/a>. Israel has killed many of <a href=\"https:\/\/www.npr.org\/2024\/09\/28\/g-s1-25302\/who-was-hassan-nasrallah-the-hezbollah-leader-killed-by-israel\">Hezbollah&#8217;s top leaders<\/a> and destroyed its headquarters in Beirut&#8217;s southern suburbs. And now, sudden regime change in neighboring Syria may sever Hezbollah&#8217;s supply routes. <\/p>\n<p>All of those things may hinder the group&#8217;s capacity to mount a historic rebuilding effort. <\/p>\n<h3 class=\"edTag\">What is Hezbollah pledging?<\/h3>\n<p>On Dec. 5, Hezbollah&#8217;s leader Naim Qassem \u2014 whose predecessor Hassan Nasrallah was killed in Lebanon by Israeli airstrikes in September \u2014 gave a video address from an undisclosed location. The company and Hezbollah are both <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/hp271\">designated<\/a> as terrorist groups by the U.S. government.<\/p>\n<p>It&#8217;s unclear if any payments have started to flow yet.<\/p>\n<h3 class=\"edTag\">Hezbollah&#8217;s ability to keep its promise may be complicated by events in Syria<\/h3>\n<p>Hezbollah&#8217;s supply routes run westward from its patron Iran, across Iraq and Syria and into Lebanon. After the Syrian civil war began in 2011, HTS \u2014<strong> <\/strong>a Sunni Muslim group<strong> <\/strong>\u2014 infiltrated Lebanon, clashing with Shia Muslims from Hezbollah, which fought on the opposite side in Syria&#8217;s conflict. And Hezbollah fighters in Lebanon may have been rationing them, she adds.<\/p>\n<p>Whatever disruptions there are now to Hezbollah&#8217;s physical supply lines, its financing \u2014 through electronic supply lines<strong> <\/strong>\u2014 remains intact, Saad says. The group still receives funding from Iran, and is using that money for reconstruction efforts, Qassem said in his Dec. 5 speech. Arab and Gulf states have also <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/which-countries-have-pledged-aid-lebanon-conflict-worsened-2024-09-30\/\">pledged aid<\/a> to Lebanon.  <\/p>\n<p>&#8220;Catering to its domestic constituency, particularly over 1 million Shiite Muslims [in Lebanon] who have been displaced [by fighting] and are just now returning back to their homes, many of which have been destroyed or partially damaged \u2014 I think that role is only going to deepen,&#8221; Saad says. &#8220;And this looks like a new phase or stage for Hezbollah.&#8221;<\/p>\n<p>She says Hezbollah is turning its attention back to running hospitals, banks, schools and welfare programs \u2014 the things for which it&#8217;s better known in Lebanon than its fighting. These will be essential to any rebuilding, along with major infrastructure projects in a state that was struggling even before this war.  Such initiatives have helped Hezbollah win popular support and build a shadow state more powerful than the Lebanese government.<\/p>\n<h3 class=\"edTag\">Displaced Lebanese continue waiting for Hezbollah&#8217;s help<\/h3>\n<p>Shoumar, whose home was destroyed by Israel in consecutive wars, is determined to rebuild again.
