But the illegal strip search in 2020 of two women, one age 65 and the other 75, were emblematic of the department\u2019s shortcomings, said the report, which was released Thursday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw00093b6m73ffv2cf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Arrested on suspicion of buying drugs, officers searched the women\u2019s car, found nothing, and hauled them into a police station in handcuffs, the report said. Supervisors there approved a fully nude strip search by detectives who \u201ctold them to bend over and cough.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000a3b6me3e0ue21@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After an internal investigation found that the officers had lied about the pair buying drugs, those involved were docked a few vacation days, the report said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000b3b6mbetdclo3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The police union representing officers in the department did not immediately respond to a request for comment.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000c3b6mwauoxa50@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Until at least the fall of 2022, it was the Mount Vernon force\u2019s practice to strip search every person it arrested, according to the report. Officers also strip-searched people they did not arrest, detained and interrogated people without formally arresting them, and arrested people for verbally criticizing police officers.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000d3b6mf2vafsu3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Illegal strip and cavity searches continued until at least 2023, the report found. The investigators said that while the practice was \u201ccurtailed\u201d during its probe, \u201cwe are not confident that these practices have ended.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000e3b6m0jted745@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among a catalog of <a href=\"https:\/\/apnews.com\/article\/25c8054b9c16409aaef355a1c20e3481\" target=\"_blank\" rel=\"noopener\">unconstitutional arrests<\/a>, the DOJ identified a case where officers took the mother of a shooting victim to a police station and interrogated her, even as her dying daughter was rushed to the hospital. The daughter, struck by a stray bullet, died while her mother was in custody. Officers didn\u2019t articulate probable cause for her detention.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000f3b6mbq4h5ox3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The department also suffered from financial mismanagement, which exacerbated pervasive human rights violations rooted in illegal policies and lack of training, the report said. It noted that low salaries make it hard to attract and retain quality officers, train staff and pay its bills, starving its supply budget.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000g3b6mjntkyjdh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The report noted that the city is already taking steps to improve its policing. It offered a series of <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-finds-civil-rights-violations-mount-vernon-new-york-police-department\" target=\"_blank\" rel=\"noopener\">recommendations<\/a>, including implementing measures \u201cto ensure that unconstitutional strip and body cavity searches do not take place.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000h3b6mdsjx5k1y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a statement, Mount Vernon Mayor Shawyn Patterson-Howard said the city would work with the DOJ to address its findings.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000i3b6mtd3x5rci@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe wholeheartedly support our good officers and at the same time will not tolerate and will punish unconstitutional policing,\u201d said Patterson-Howard, a Democrat.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4q2mynw000j3b6mrrgt5cvv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The statement noted that three police officers and two civilian employees had been fired following an investigation in 2021.
