Mr. Chen was charged along another man, Lu Jianwang, also known as Harry Lu.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Federal prosecutors said that when the men learned of an investigation into the outpost, they destroyed text messages they had exchanged with their handler at China\u2019s Ministry of Public Security in October 2022, around the time that the F.B.I. searched the six-story building in Chinatown that housed the operation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In court, Mr. Chen admitted through an interpreter that he had \u201cagreed with others to act as an agent of a foreign government\u201d and that he was not registered as a foreign agent, as legally required. Mr. Lu has pleaded not guilty and is awaiting trial. Both men are American citizens.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As Mr. Chen spoke to the court, his son and daughter sat in the front row of the gallery watching.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The pleading on Wednesday is the latest in the Justice Department\u2019s initiative to stop efforts by the Chinese government to wield its influence secretly across the United States.
