But while much of the televised marathon focuses on domestic affairs, Putin always uses it to send signals to the West and the rest of the world, too.<\/p>\n<div class=\"wsw__embed wsw__embed--small\">\n<figure class=\"media-image js-media-expand\">\n<div class=\"img-wrap\">\n<div class=\"thumb\">\n<img decoding=\"async\" alt=\"\" src=\"https:\/\/gdb.rferl.org\/8a6b149d-fbec-40b7-9ccc-691ab1edc119_w250_r0_s.gif\"\/>\n<\/div>\n<p><span class=\"ico ico-fullscreen ico--media-expand ico--rounded\"\/>\n<\/div>\n<\/figure>\n<\/div>\n<p>This year, <strong><a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/ukraine-russia-peace-talks-negotiations\/33238887.html\" target=\"_blank\" rel=\"noopener\">Putin\u2019s messaging<\/a><\/strong> was colored by expectations that U.S. President-elect Donald Trump will push or an end to Russia\u2019s war against Ukraine, or at least for a <strong><a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/podcast-week-ahead-russia-gutterman-war-2025\/33241780.html\" target=\"_blank\" rel=\"noopener\">cease-fire<\/a><\/strong>, when he takes office on January 20.<\/p>\n<p>He dangled the prospect of Russian concessions before audiences in Washington and the West, saying more than once that Russia was ready for compromise, and <strong><a class=\"wsw__a\" href=\"https:\/\/www.reuters.com\/world\/europe\/putin-says-russia-is-getting-closer-achieving-primary-goals-ukraine-2024-12-19\/\" target=\"_blank\" rel=\"noopener\">headlines abroad<\/a><\/strong> reflected those remarks as he spoke for nearly 4 1\/2 hours.<\/p>\n<p>But he <strong><a class=\"wsw__a\" href=\"https:\/\/bsky.app\/profile\/kevinrothrock.me\/post\/3ldnoudt63x2e\" target=\"_blank\" rel=\"noopener\">attached numerous conditions<\/a><\/strong> to the idea of compromise, <strong><a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/russia-ukraine-peace-deal-putin-draft-treaty\/33183664.html\" target=\"_blank\" rel=\"noopener\">suggesting<\/a><\/strong> that Moscow\u2019s goal of subjugating Ukraine and winning major security guarantees from NATO and the West remain in place, as well as saying he does not consider Ukrainian President Volodymyr Zelenskiy a legitimate partner for talks.<\/p>\n<p><big><strong>&#8216;Plenty To Talk About&#8217; With Trump<\/strong><\/big><\/p>\n<p>Putin said that he has not <strong><a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/putin-trump-ukraine-congratulations-relations\/33192061.html\" target=\"_blank\" rel=\"noopener\">spoken to Trump<\/a><\/strong> in over four years and is \u201cready for this, of course, at any time. And I will be ready for a meeting if he wants it&#8230;. I\u2019m sure we will have plenty to talk about.\u201d<\/p>\n<p>Putin, as he often does, may have been aiming to portray Russia as a constructive country that is open to dialogue, while at the same time leaving Moscow a path to shut the door on any negotiations and blame others for their failure.<\/p>\n<p>He rejected an assertion from a reporter for the U.S. network NBC that that amid heavy Russian losses in Ukraine and after the downfall of ally Bashar al-Assad in Syria and other setbacks for Moscow, he would be in a weaker position than Trump in talks.<\/p>\n<p>With Russia is making gains on the ground as its full-scale invasion nears the three-year mark, he suggested that Moscow would have little reason to make compromises and that it would be approaching any <strong><a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/ukraine-russia-war-fighting-peace-talks-plan\/33200802.html\" target=\"_blank\" rel=\"noopener\">peace process<\/a><\/strong> from a position of strength.<\/p>\n<p>On the battlefield, where Russian forces have had the upper hand since an unsuccessful Ukrainian counteroffensive in 2023, \u201cthe situation is changing dramatically,\u201d Putin said. \u201cThere is movement along the entire front line.
