When that water freezes, it expands. That, in turn, causes the pavement to expand and crack.\u00a0<\/p>\n<p data-v-438398f6=\"\">Then<a href=\"https:\/\/www.foxweather.com\/lifestyle\/pothole-season-winter-thaw\"><strong><u>,<\/u><\/strong><\/a> as it warms up, the ice will melt, <a href=\"https:\/\/www.foxweather.com\/lifestyle\/pothole-season-winter-thaw\"><u>leaving<\/u><\/a> behind a gap under the surface. As the process repeats and cars continue to travel on the road, a pothole is formed.<\/p>\n<p data-v-438398f6=\"\"><a href=\"https:\/\/www.foxweather.com\/learn\/car-pothole-damage-repair-cost-responsibility\"><strong>WHO IS ON THE HOOK FOR YOUR CAR\u2019S POTHOLE DAMAGE? said Robert Sinclair, Senior Manager for Public Affairs with AAA.<\/p>\n<p data-v-438398f6=\"\">Sinclair cited the <a href=\"https:\/\/www.foxweather.com\/category\/washington-dc\" target=\"_blank\" rel=\"noopener\">Washington, D.C.<\/a>-based National Transportation Research Group (TRIP), a nonprofit organization which documents road conditions across the country.<\/p>\n<p data-v-438398f6=\"\">&#8220;30% of the pavement in [the Northeast] is rated as poor, and 16% as fair.
